Lake Mitchell Improvement Board Minutes -- June 8, 2026

 

A. Call to order: 10 AM

B. Roll Call : Present: Sandi Bengelink, Marty Williams, John Deterding, Mike Solomon, Mike Coy, Dave Foley ; Absent: None;

1. Treasurer's Report – Deterding

Total assets are $281,479.05. Much of this will be spent on summer weed treatments. Current balance as of 5/5/26 is $150, 628.05. Current Fund balance is  projected to be. $248,342.05 which is approaching goal of $250,000. When that is reached LMIB may consider reducing assessment.  

2.Confirm  2026-27 Budget - Approved

3. Weed Pickup contract – Foley.  Weed pickup is done weekly and there have been no complaints.

4. Consultant Report and recommendations

     Due to the high water the lake survey will be later this year, likely starting the 16th and 17th of June and the treatment will be done early the following week.  

a. Resolution conforming assessment. A motion to confirm the special assessment roll and directing the collection was made by Dave Foley and seconded by Sandi Bengelink. The Board unanimously passed the resolution.

5. Correspondence  - Rex Barker sent a note to Mike Solomon noting that at least two trees are blocking the Torenta Canal and requesting that the LMIB oversee the removal of the trees. The LMIB's mission is to treat and/or harvest aquatic vegetation that is hindering navigation or spreading invasive plants. Trees or other items that block navigation will not be handled by the LMIB. In the past the property owners have taken care of these  obstacles.

A. Call to order: 10 AM

C. Additions to Agenda –Annual website bill from Jim Neff

D. Approval of agenda – Unanimous

E. Approval of August 2025 minutes – Unanimous

1. Treasurer's Report – Deterding              

Fiscal Year Report 2025-26 showed total revenue of $175,821.44, expenditures of $82,789 with a net income  of. $93,032.26. Current financial  status as of 4/10/26: Expenditures $57, 038 leaving a current balance of $150,689.

   The Board has a goal of raising balance to $250,000 which should be able to handle emergency expenditures resulting from a robust growth of native and invasive aquatic vegetation.

It is estimated that a normal year will allow us to save another $90,000 bringing us closer to our fund balance goal of $250,000.

2. Establish Assessment for 2026-27 - 

              Motion by John, second by Sandy to continue current assessment  of $300 for lakefront lot, $150 for back lot with lake access, and $600 for commercial lot. Unanimous support.

This will bring in about $204,000.

3. Roadside Pickup will begin May 1, alternating weeks until Memorial Day which will begin weekly pickup. More details can be found at lakemitchell.org.

         4. Consultant's report from Jennifer Jermalowicz of Restorative Lake Science -Ben Schemerhorn will be our lake representative. Last year was a light year for Eurasian Water Milfoil (EWM) with less than 30 acres treated. Nuisance natives were more of a problem and were treated in coves. In Main Lake permission was granted by EGLE to chemically treat two navigation lanes though thick native plants. Water clarity averaged 7 feet which is good clarity. There was also less phosphorus concentration.

5. Annual Website bill -A Motion was made by Marty and seconded by Sandi to pay Jim Neff $506 for his work from April 2025 to April 2026 on our website.

I. Public Comments

         1. Dennis Mahoney; When do you submit the assessment? The assessment will be submitted to the Equalization Office in May and will appear on the summer taxes.

K. Chairmen Comments – Mike Solomon; The dam has been open since October. Water is much higher than usual.
